 Communications is part of the Response and Operations Department "O-Dept"
Some of the Responsibilities of the FSO-CM are:
 - Exercise staff responsibility and supervision over all matters pertaining to flotilla communications,
    and keep flotilla members informed of all developments in this area.
 -  Work closely with the FSO-OP to develop communications plans to support flotilla missions and
    emergency plans.
 - Ensure that every activation of an Auxiliary Radio Facility is under Coast Guard orders.
 - Ensure a Communications Specialist inspects fixed land and land mobile radio facilities.
